The men's rugby union All Blacks have been handed their second-ever prestigious award, being named as the top honours list for all 50 states and territories after being named in the best overall categories at the world rugby union awards.

The All Blacks, who are leading the standings in the world rankings, finished with six medals to seal their first World Cup title since 1980, beating Wales by four points on Saturday afternoon at Twickenham.

The World Cup champions had to wait until 11:00am on Saturday morning to earn their second title on home soil, in the form of the silver award handed to the team that plays in the quarter finals of the FIFA World Cup in Russia.

The team, led by South Africa's Michael Cheika's men (4th), played a stunning, tight, one-sided game that eventually led to the game ending 1-0.

The All Blacks' best performance at Twickenham, during the Rugby World Cup era, was won by South Africa in 1993 on home soil.

Wales, however, looked like they were going to miss the World Cup title when referee Andrew Jones was sent off for diving in the 63rd minute and referee Rob Witherspoon was unable to stop a late penalty shootout by Argentina.

The Argentine penalty kick came on 23 minutes when Argentina trailed by only two points after the break when a penalty kick by the Argentine line out wide from a number of metres came to him at full stretch.

Abbott defends randalls taxpayer funded cairns trip

Opposition Leader Tony Abbott has defended the $23,000 trip he made to the country's second biggest state for a state-funded trip and branded the taxpayer-funded trips by former prime ministers Paul Keating and John Howard as "foolish".

Mr Abbott was on his first official visit to the Gold Coast since winning the seat, and paid tribute to its history and people.

But he warned that any decision that would benefit a "minority" would do a lot to hurt the economy and "we don't want to do that".

"To me the most important thing about the Gold Coast is its history, its community, its people, our culture - we are a multicultural, open and welcoming place and we are proud of that," he said.

"For anyone who believes in the welfare of one group, one thing is absolutely clear: if we were all born here, who knows what our futures would be? It would be a different Australian community, a different Australian life.

"As a result of people like Mr Keating and Mr Howard who made decisions which will impact our future, Australia is left with what will be a different, poorer, less well off country.

"But as a country, we will do more for one community, not by taking away money from the other."

The Opposition Leader has used the state's experience to rebut Labor's claims that the federal government has an obligation to do more to help the state.

"I know that as a state we have the privilege, because we have had such good things come to us, but I want to take this opportunity to challenge that notion, the idea that it is the federal government that has obligations, which, by the way, is what Mr Howard and Mr Keating were trying to do," Mr Abbott said.

Mr Abbott has not mentioned the cash-for-access trip by Mr Keating and Mr Howard when outlining his vision for the state.

The Opposition Leader said Mr Abbott's government should focus on the economic issues it is addressing.

"It is actually true that the economy was stronger in this state when John Howard was prime minister than it has been under any prime minister since," he said.

"People have given us more opportunity to take advantage of those opportunities and now it is the time for our government to show leadership in that regard."

Labor had been due to unveil its economic plan for the states and territories on September 15.
