A 17-year-old Tasmanian boy who was the victim of a sex offence at a backpacker hostel in Sydney is the second to be charged after police launched an investigation into an online grooming ring.

The arrest came as police sought to shed some light on the suspected relationship between the victim and the alleged perpetrators of the sex attack last year which has caused thousands of dollars worth of damage.

Victoria Police said it was aware of an ongoing investigation into an online grooming ring with people based in Australia that is believed to have targeted backpackers and tourists.

Police said that in October a 19-year-old male from Melbourne was arrested after three men in his car allegedly forced him to perform sex acts on them in exchange for money.

The victim's lawyer, James Leong, said his client had accepted the boy was "under the impression that the defendant was only offering to perform sex acts".

Mr Leong said the teenager was shocked by the allegations but felt that after reading a newspaper, or hearing the information from social media, he believed the men he was dealing with were not the victim.

"It wasn't enough that they were in his car — that's enough. It was more that they were on his doorstep," he said.

"The whole scenario made him extremely shaken."

Last year a 17-year-old man had been charged with arranging a sexual encounter with a 16-year-old backpacker while she was a minor in Melbourne.
